The 2040 comprehensive plan includes a citywide land-use and development strategy, including a preferred scenario.
McKinney City Council unanimously approved the city’s 2040 comprehensive plan during Tuesday’s City Council meeting. The 2040 plan has been in the works for three years, Director of Planning Jennifer Arnold said during the meeting.
The plan will be used to guide development regulations, provide a basis for future zoning, and guide public investments in transportation and infrastructure improvements, according to the presentation. The plan applies to all aspects of McKinney and includes strategies for land use and development, mobility, economic development, fiscal health, public investment and implementation.
“We will see amendments to this plan to keep it updated,” Arnold said. “… We will be able to update this plan. It’s not set in stone.”
Amending any portion of the plan would require a vote of approval from council, Arnold said.
The city’s prior comprehensive plan was originally adopted in 2004 when the city’s population was about 86,000 people as compared to the city’s current population of more than 155,000 people, according to the comprehensive plan’s website.
“The 2004 plan has undergone several minor amendments to incorporate changes to roadway alignments based on construction, updates to outdated text and integration of completed engineering/planning studies,” according to the website. “… The 2004 comprehensive plan calls for a full update of the plan ‘when the population reaches 150,000, an additional 7,000 acres have been developed or in seven years, whichever comes first.’ The city of McKinney has reached all of these milestones. So it’s now time to create a new blueprint for McKinney.”
The McKinney Planning and Zoning Commission approved the plan Sept. 25.
